Defra has published the UK’s first National Adaptation Programme. It takes the UK Climate Change Risk Assessment as its starting point and responds with 31 adaptation objectives, alongside a comprehensive description of current and planned activities to support adaptation. The programme is framed around the themes of: built environment, infrastructure, healthy and resilient communities, agriculture and forestry, natural environment, business; and local government. The focus is on enabling communities, businesses, local councils and other bodies to deliver adaptation action, enabled by central Government guidance and policy.
It is curious that the Programme’s introduction opens with a reference to ‘changeable weather’ rather than the more usual robust assertion of the need to respond to the unavoidable impacts of climate change.
