The authors suggest that adaptation protects wealth, rather than people – per capita spending varies hugely across the 10 cities studied. The Carbon Brief highlights the low proportion of a cities’ wealth that is allocated to adaptation – 0.33% at most – with higher spending in cities with strong centralised policy frameworks.
