Risk framework
The guidance provides a step-by-step decision-making framework to help you assess what adaptation measures are most appropriate for your organisation or business.
It will help you answer the questions:
- What climate change risks could affect my decision?
- What adaptation measures are required, and when should they be implemented?
Which UKCIP decision-support tool should you use?
The Adaptation Wizard and Nottingham Declaration Action Pack are based on the same underlying principles as the Risk, Uncertainty and Decision-Making Framework. You should use:
- UKCIP Adaptation Wizard if you are new to climate change and don’t have a good understanding of your climate risks.
- Nottingham Declaration Action Pack if you are a local authority as this tool has been designed especially for you.
If you have some knowledge of your climate risks, the Risk framework will help you to fully understand these and get a good understanding of your adaptation options.

The Risk, uncertainty and decision-making framework has drawn on a wide range of UK expertise in climate change forecasting, risk assessment, policy and project appraisal, and has been prepared by the Environment Agency’s Centre for Risk and Forecasting and UKCIP, with funding from Defra.
