Planning policy
The Supplement to PPS1 – Planning and Climate Change (pdf, 330 KB) states that all planning authorities should prepare and manage the delivery of spatial strategies that:
- Secure new development and shape places that minimise vulnerability, and provide resilience to climate change;
- Conserve and enhance biodiversity, recognising that the distribution of habitats and species will be affected by climate change;
- Reflect the development needs and interests of communities and enable them to contribute effectively to tackling climate change; respond to the concerns of business and encourage competitiveness and technological innovation in mitigating and adapting to climate change.
Table 1: How an LCLIP can operate in conjunction with Planning Policy Statement 1: Supplement on climate change.
| Reference | Requirement | How an LCLIP can assist | Potential evidence |
|---|---|---|---|
| Preparing planning documents (PPS1) | Consider the desirability of avoiding new development in those areas with likely increased vulnerability to the effects of climate change.
Bring forward adaptation options for existing development in likely vulnerable areas. |
Identify locations currently prone to impacts of extreme weather. | LCLIP spreadsheet |
| Providing the evidence base (PPS1) | Demonstrate that the spatial strategy, including any targets or trajectories, is properly supported by an evidence base comprising appropriate data and information on climate change within the region. | May form part of the evidence base along with climate projection data. | LCLIP spreadsheet & report |
| Selecting land for development (PPS1) | The ability to build and sustain socially cohesive communities with appropriate community infrastructure, having regard to the full range of local impacts that could arise as a result of likely changes to the climate. | Begin to identify likely local climate impacts. | LCLIP spreadsheet & report |
