The UKCIP spreadsheet costing tool

This tool is designed to allow the user to make estimates of the cost of extreme weather events currently, and under climate change, based on future climate change scenarios. Such estimates may help to inform decisions related to response measures intended to prevent climate change impacts. Since these cost estimates can be made at different geographical scales and in different time periods, they may be useful for both individuals and organisations facing a variety of types of decisions.

The resulting cost estimates, however, should be treated as being indicative only. Clearly, given that the tool is presently designed to generate costs for a small number of potential impacts based on two extreme weather events of fixed magnitude, there is no attempt at comprehensive or complete coverage of possible climate change costs, even within one impact category.

The Spreadsheet Costing Tool has been designed for UKCIP to add to the suite of available guidance, methods and tools. It should be used alongside the UKCIP reports relating to costing the impacts of climate change in the UK.

The two UK historic weather events used to develop the cost examples are the winter flooding events of 2000 and the hot summer of 2003. The geographic area of interest within the UK is defined by the user. Impacts categories considered are human health, agriculture, transport and the built environment.
